Breville BES900 always ~8 degrees below temp

When temp is set to 86 degrees, the machine heats up to 78 degrees (C). When I set the machine to its max of 96 degrees, it heats to 88 degrees. And proportionally for temperatures in between: So it’s heating always tops out at ~8degrees below the preset temp. So the lights never come on, and a shot is not possible.

Before I strip the machine and go looking, is there anything this predicatable behaviour indicates?

Probes could be round the wrong way? Or thermostat band could be rusted through?
